A bustling city of culture and commerce, Rouen is the capital of Normandy and home to the fifth-largest port in France. Once one of the largest and most prosperous European cities, Rouen was the seat of the Exchequer of Normandy in the Middle Ages. André Maurois, writing around the mid twentieth century, wrote that Rouen is "a combination of orderliness and fantasy". Heavily damaged during WWII on D-day, efforts have been made to restore the city. Its illustrious former occupants include Corneille, Flaubert, Monet (who painted the harmonious architecture of Rouen Cathedral again and again), and Joan of Arc.
